Default Timing issue need advice

Whats up fellas im having a huge problem getting my car running good again. I have a 1991 civic hatch dx d15b2. I recently replaced the valves and gaskets and timing belt. To make long story short i got it all back together..

I couldnt get it to start at first it just sounded like backfiring found the distributar was 180 out. Got the car to start but runs like crap! I double checked my cam and crank timing all checks out there. A buddy of mine said the timing belt was to loose had some slack so i fixed that but didnt change much at all.

The car is running pretty high like as if the ignition timing was all the way advanced but when i try to retard the timing it dont change much and still runs high and sounds like crap. Any ideas? i been out everyday trying to get this working again and cant get it to how it was at all..

Check the distributor to make sure it isn't in 180 out. The distributor can be put in this way but is harder to do, if it doesn't just slide in easily then it is in wrong. Also have run into the timing changing internally in the distributor, so if it is in correctly take your hold down bolts out and advance and retard the timing by hand past the normal sweep and see if it changes. Have someone start and stop the engine for you because you don't want to let loose of the distributor.

make sure all your timing marks are all lined up, meaning your cam gear and crank pully

It could be your firing order is wrong. You shouldn't be able to put the distributor 180* out unless you FORCE it. Also, check for vacuum leaks...

Crank and cam timing are 100% right on. I dont believe the distributor is 180 out because when it wouldnt start i flipped it around and started up i heard it wont start or run if its 180 out? Also iv never really heard of taking out the distributor bolts and going past the marks that are there? If that helps i would need to replace the distributor is what your saying? Firing order aint wrong either 4321 on distributor from top to bottom right to left. I was thinking about vacuum leak last night I am going to try adjusting the idle screw see if that changes anything if not then most likely air is getting in somewherethen ill use some brake or carb cleaner..

But i have a question i head when your engine is at TDC and you remove the distributor cap that the rotor should be pointing at the #1 spark plug wire.. My rotor looks like this picture should i be looking at yellow or red? Also the one thats marked red has a #4 stamped on it dont know if that means anything important to me or not.
