2002 accord p0141 4cyl

I put new downstream o2 sensor in my honda, but as soon as i clear the code it comes right back immediately. anybody know what the problem is? maybe need a computer update or something?

Got a volt meter and willing to do some testing? If so, start here and if you need more.....

EDIT: Please be sure to check the fuses listed, do not assume anything.
