Default Car runs rich with no changes to anything

Whats goin on guys, im having a problem right now and was wondering if maybe you could give your input? Car was running fine (96 civic ex obd2a harness with a step down obd1 chipped p28 on crome with precision 1000cc's and resistor box), something happened to the motor so we did a rebuild. Put the swap back in the car and now for the life of me, i can not figure out what the hell is wrong!!! changed the harness and tried different ecu's but no matter what, you turn the car on and the precision 1000s just dump fuel like no other. Check the inj plugs with a multimeter and there 0.00 resistance at the plugs, i took out the old harness with the resistor box and put in the new one with inline 10ohm 10watt resistors from radioshack and its doin the same exact thing. You just watch the AFR peg 10.0 and stay there. I have two different chips, one with a rich basemap and one that was too lean it was detonating before the rebuild but even with that chip, it still does the same rich condition. Car runs and idles fine just runs stupid rich. Even switched the ground spots and still nothing. Unfortunately i dont have anything to datalog with, all i have is a multimeter. Any input would be appreciated as im ripping my hair out over here.

hmm if you were inside the ecu, make sure the jumper to switch back from chip and oem programming is still seated

Question, does it start easily and run fine for the warm-up, [idle up, slowly dropping as engine warms up]?

Have you pulled the plugs to confirm you are running rich, or is there something other then a readout telling you that the AFR is at 10.0?

Maybe it is as simple as a bad ECT sensor, [common symptoms of bad ECT sensor are poor fuel economy and running rich] have you checked to see if ECT senor is properly plugged in? 94

just thought of this tonight, make sure you didn't switch the map and tps sensor connectors, hah, i've done that, car runs real good.....

Could you elaborate further? Im not sure what you mean...

Pulled the plugs and the old plugs and they were charcoal black, put a new set of plugs in and pulled them after a few starts and they were wet with gas. Just changed the harness and ECT sensor is plugged in properly. I will try another sensor though, didnt think of that. Thanks.

Nope, they are plugged up right because i have a GM 3 bar Map sensor with its own plug and pigtail. Tried 3 different working 3 bars as well before anybody asks and same thing.

Gonna give that ECT sensor swap a go and see if anything changes, anything else you guys can think of? Thanks again, appreciate the help cause im pullin my hair out here.

Dont mean to bring up a dead post but i have a 94 Accord with a h22 swap and im having the same problems. On start up it runs fine but as the car warms up the gas smell becomes deffinitive as well as a loss of power. What does that point to?
