That's a rather rhetorical question. You posted a video of someone doing it. Its not common practice, but it is one way to seat a tire. There are much safer methods, though.

I remove the valve from the stem and use my 33 gallon compressor to fill it. Takes a minute, but I never had a problem with the tire not seating.
