Icon2 GSR swap bogs under light throttle...?!

So im having a pretty consistant problem in my EF hatch, ive tried searching other, and older posts, but no one seems to be having, or has had, quite the same issue. Similar, but not the same. 94 GSR swapped, RyWire OBD1 conversion running a P28 on Chrome tune.

...little backstory...
So a while back, i was having an issue with my fuel pump not priming, thought it was the Main Relay, so i replaced it with no luck. I would literally have to turn the key and sometimes have to wait up 10 minutes before id finally hear it prime. Anywho, one day i went for a cruise, and ended up snapping my clutch pedal off the assembly, due to the stage 2 ACT clutch i was using. I was told that over time the pedal assembly warps because its not ment to handle the stiffness. So out of commission, i finally had time to look into the problem with my fuel pump. We got a new pedal assembly reinforcement kit from a guy on here, and put it all back together. Next we dropped in a tilt steering column (which was pointless) then started to troubleshoot.
As stated before, replaced main relay, nothing. So i ordered a Walboro 255lph fuel pump and threw it in, still nothing. So my buddy, running a similar setup in his EG, threw his ECU into my car and she fired right up, but ran like crap since he was running an ITR map and mine is a dyno setup. So i opened up my ECU and found a burnt resistor. So problem located, i found a guy on CL selling a vergin, unsocketed (manual for sure) P28 for $75 and went and met him. I then proceeded to my local tuner and just had him socket the ECU and swap my chip over. The only change i had him make was to raise the VTEC engagement point back to that of a stock GSR instead of the 4800 my tuner set it at. Threw that back in and ran like a champ.
Since then, the car had been sitting for a while, over a year due to low funds, and went to sit almost another two or so years before finally having the cash to wrap it all back up. Which, in the last 6months, ive done new brakes, rotors, outter tie rods, battery, fuel drain and put new in, oil change, and coolant flush. At this time my tach had been jumping like crazy whether it was idling, cruising, or a track run. After some research into that, i concluded that the dizzy needed replaced. So i replaced the dizzy, cap, rotor, spark plugs, and plug wires, and that solved that problem. After almost three years of not seeing the road, the car runs like a damn champ and i was happy as hell to be driving it again. Never realised how much i missed it. The car had no smoking, no valve taps or anything rediculous, just one stupid annoyance...
HERE is the prolem that STILL EXISTS. before the dizzy, which bear in mind all of these parts listed, i bought brand new, no junk yard stuff here. The car bucks, bogs, jumps, whatever you want to call it, under light throttle, like as if to just slowly accelerate, or even to maintain speed, no matter what the RPMs, im talking less than 20% throttle. Its not specific to any RPM range, just the amount of throttle given. Idle is fine, revs in nuetral flawlessly, but every once in a while ill get a slow surging while idling, but no CELs, and it doesnt sound like a bad IAC (quick surging). I had this problem before the dizzy and all that, but i honestly thought that was the fix. Also, if im granny shifting, and taking my time putting it into the next gear, 2nd through 5th, the car falls on its face between gears, it doesnt stall, but RPMs drop REAL LOW, and i have to give it extra gas, to which it finally picks up and throws me back, jumping hard due to more throttle when it finally decides to pick back up. Its hard to explain, but if you dont understand what im trying to say, i can probably throw a vid up on youtube to help and put a link to it. It literally bucks so much under light throttle, i feel like the mounts are going to rattle the bolts out.
I was running my buddy's Skunk2 throttle body and map sensor, but when he needed it back, i bought a new one (not Skunk2) with a Hondata turbo map sensor (or something to that affect) and since he was running a turbo build, he traded me the Hondata sensor for his Skunk2 map sensor. So its just a new throttle body with the same sensor in other words. ive got a BLOX adjustable FPR running about 40-44psi on a stock fuel rail, Prelude 330cc? injectors (dumbed down in the tune), coolant level is fine, engine grounds look good, im AT A LOSS. Im thinking it may either be a vac leak somewhere or maybe im not holding fuel pressure. Maybe after the fuel pump, its not enough fuel pressure, should i up it? could my timing have anything to do with it? we just kind of eyeballed the position of the dizzy when we swapped it, used a pen to mark current position.
Sorry for the long post guys, just trying to give you the best description i can about the issue, but any info or suggestions would be greatly appreciated. Im at wits end with this problem.
