Default First start up no start

Ok so I went to start the car. 89 Rex with a sohc Zc. The battery was mOstly shot. It would kick the fuel pump but not turn over. Hooked sOme jumper cables up and nothing. Web and bought new battery. Now when I turn the key the pump doesn't even Kik and there is a fast ticking somewhere in the dash and my cluster lights are going with it. Any one know?

Check grounds - mainly the ones on the thermostat housing.
sounds like you don't have the ground hooked up there which can give that machine gun clicking under the dash (main relay going nuts).
