Default A/C Heater Blower Stop working

I have a 93 civic EX auto. The first few months I had it, the A/C worked great, but the heater never did, it would blow cold air when the A/C is on, but it would not blow hot air when it should have. Then one day it just stop blowing any air it all. Also when I press the A/C button the light for it on the dash does not come on any more.

SO now I need help. What do you guys think it is. what should I check first?

Sounds like 7.5A dash fuse 13 is blown.

Also check the heater valve on the firewall and the cable linkage to the heater control panel.

I already checked for the fuse but its fine.
Ill check the other parts once I get time too.

Okay I know its been awhile, but that is because something weird happened. The Ac/heater just started working one day, well partially lol. If I push the lever to 2, the AC/heater will work. But it has to be on that "exact" spot, if it goes even a mm off, or if i switch it to any other number it cuts off. When I bought the car about a year ago it never did this. The lever would work on all 4 of the positions. So does this mean it is the cable linkage to the heater control panel for sure?

Test the fan switch in the heater control panel.
