You will need to open the cover over the ac control in the dash. The cable could be stuck.

once it's loose, locate the cable that controls the vents in the dash. it's possible that they cable has gone bad.

They are all made by Honda, not too much of a difference.

99 accord has no cable control, the motor door is controlled by electric. I have a 00 and it is the same controls

oh, and to remove the control, you pop the clock out, there is a screw behind it, there is 2 more screws at the bottom of the radio trim. After you remove all 3 screws take the trim off.

This thread should be titled, Blower Controls not working. This is not an AC problem, title is misleading.

AFAIK, the side vents will always blow in all settings as long as the physical vent is open
You tried it on the floor and vent setting and you only feel is on the feet. What happens when you try the defrost setting, will it blow up by the front window ?
Are the LED indicators lit up and do they toggle when the buttons are pressed. If not the AC control is dead.
If the LED indicators are working normal, then go back and try the defrost mode and feel by the front window, the door motor may be an issue like joec44 said

I was not trying to be. If you really look at what's under the hoods, you would notice much similarities. But I notice a few on this forum are quick to light the flame. Good luck to you.

Wouldn't you test the mode control motor before pulling the whole thing out?

Have you tested the "door motor" aka the mode control motor as described?
