Default Water pump replacment or bad timing belt?

Whats up guys really simple here. First thing im not asking how to replace me timing belt or water pump.
So about a week ago im driving along and I notice a weird nise coming from my engine bay. The best way to put it is it sounds like a fan clutch on an older car is stuck engaged. I figure one of my pulley belts right so I adjust them still the same sound. The sound is coming from underneath the timing belt cover. I had just replace my valve cover gasket a few days prior and the belt looked good and was tight so I'm pretty sure its not the belt or tensioner. A buddy of mine suggested it could be the water pump. So i take it for a spin to see if my cooling system is functioning properly and the car came to operating temp in about a minute. Does this sound like it could be a water pump to you guys?

P.S. sorry for being so "wordy" just being thorough

It could be anything, take off the outer timing belt cover and drive around with it off to inspect it more closely.
