3 wire to 2 Wire on IACV

3 wire to 2 Wire on IACV
Hey, I have searched and found the diagram that shows where to switch the wire on the ECU plug, but my question is, do I have to wire 2 of the wires together on the harness to the plug under the hood, also am I supposed to run the p28 that I have for it or what? Am trading my car on Friday, but need this fixed before then if you all could help me that would be greatly appreciated.

Disgard the orange wire! Wire the yellow/bk to the green/blk and the blk/blue to the blk wire
