Icon2 D16z6 overheating after hitting vtec

Hey guys i just got a 95 ej1 to replace my ej2 that got stolen, im having a problem with the car overheating if i sit at a stoplight after engaging vtec. It's actually getting hot enough to boil the coolant. If i drive normally and keep it under say 4k rpm it wont overheat but it still gets really hot. I know for sure that the fan is not turning on and i just changed the radiator temp sensor to try and fix that. I attempted to change the thermostat but one of the bolts is stripped, im going to have my mechanic get the bolt off and change the thermostat for me. Is there anything else that you guys could think of that would be causing it to overheat?

For the fan jump the connector to make sure it runs.
