Default Should radiator fan kick on as needed or anytime condensor fan is on?

Car: 95 civic dx
Prob: Air not cold during traffic or stopped

I have noticed that my radiator fan does not come on when condensor fan comes on. My car does not run hot, should the radiator fan kick on as needed or anytime the condensor fan is on

The radiator and condenser fans are independent of one another.

You may want to check whether your A/C system is low on refrigerant.

As needed. You propably just need to recharge the system with r-134. Depending on how low 20-30 bucks at part store

Rad fan only comes on at certain temperature. Has nothing to do with A/C.

charge is weighed in at 20 oz. leak checked and put on a vacuum. it was working fine and then the compressor was kicking on and off, and then off completely(no compressor or condenser fan). My a/c psi switch is good, a/c comp. themo protector and the diode is good. Im not getting 12vdc to the comp now. it kicks in when jumped out. i also have 12v coming from the themo sw on yel-wht to the condenser relay.

I believe my condenser fan relay has gone bad, but my concern is could the relay on its way to complete failure cause the erratic a/c operation or something else.

Check the 15 amp fuse under the dash, I think 3rd from the left on top if looking from front of the car.

Also check the wiring on the compressor, mine had a short for awhile.
