Default mini me probs, been searching for hours

ive been searching for hrs, and nothing seems to be hitting the nail on the head with the problems im having. so i apologize in advance if i missed a thread or posting about this.....

i just picked up a 91 dx sedan the other day with a mini swap. i kno its a d15b2 block, but im not to sure of what head it is. i was told it had a chipped p28, but i popped it open and i dont see anything that looks chipped, it looks like a virgin lol.

the probs i'm having is on cold starts she wont stay running unless i keep my foot on the gas a little bit, when shes warm enough she stays running but idle is low. when driving you cant keep you foot slightly on the gas because she starts to buck, but as long as your giving it a good amount shes not bad. when shes sitting at an idle and my foot is barley touching the gas she flucuates like the IAC is bad but only when your barely touching the gas ( its like it has a two step set up at ike 1200 rpms, but give it a little bit more gas and she revs up real quick). Vtec isnt working either but i did find a few threads i'm going thru to find that problem.

if anybody has any ideas about the bucking/flucuating it be GREATLY appreciated becuase i'm at a loss right now and i just want to drive my car.

thanks guy/gals

IAT (idle air temperature censor) check to see if you still have one plugged in, or if it's bad.

I would first start by checking to see if the TPS wires are in the correct order. This exact problem could be caused by the outside TPS wires being in the wrong position. To easily check it - get a multi-meter and probe the center wire. Tell us what your readings are with the throttle closed and with it WOT. Obviously, you do this check while the vehicle is NOT running.
