Default d16zc low rpm sputter

hey i have a d16zc out of a 95 civic in my 90 crx. i know im not posting in the crx section but i figured since the engine comes from 95 i should post here.

my car run perfectly fine when the tank is above about half full sometimes down to 1/4 but after that it sputters and bogs down extremely bad at lower rpms. if i keep it above around 3000 im fine but i know its not good to drive when something is wrong. i was told this could be the map sensor but figured it would be good to ask to get some more opinions before i go and buy parts.

also i do not throw any codes

thanks in advance
