Default p1297 and p1298

96 dx with a jdm b16a

All of a sudden I started throwing these codes but my CEL light won't go on. I unplugged my o2sensor and the CEL went on for that but I continue to get these codes. I found them after a trip to emissions and my system monitors were not running. everytime I turn the car off and then back on the obd2 monitors reset. Any ideas?

I did the CFK trick no issues
did the FTP trick no issues for a while now if I up or lower the 2.5v going to the ECU I still do not throw a CEL code however.

I also just checked my engine gorunds and they were good

all fuses were ok, starter signal was blown but i replaced it and it did not re blow nor has the issue resolved

whoever started the swap did not connect the ELD to the other end of the jumper harness I am using, resetting ECU now and seeing if that works

Still throws the codes, it will throw 1297 after I clear them before I even start the car. Just the key in the on position throws it

Did you ever figure out what the problem was? I have the same issue with my 96 civic lx. I have the P1297 code and i went down the troubleshooting methods on the manual. The ELD connector has 3 prongs and apparently one is supposed to have 4.5 volts when tested with a multimeter but mine doesnt. Could it be the wire itself that has been shorted and is there a way to tell? How hard would it be to actually remove that wire from the eld connector and ecm connector? I know the whole wiring goes through a hole and comes out where the fuse box is at but man it looks super complicated.
