Default EVAP and O2 issue

So I have the oddest thing going on. I have 2 issues that I believe may have something to do with each other.

I am throwing a code that the primary O2 heater is not working. AND I have a horrible smell of Gas from the tank area while driving.
I have replaced the o2 sensor and I'm still getting a code. when I hook up an obd2 reader all evap and o2 sensors are "inc" incomplete. My gas mileage is down way.... down. any ideas where to start.
All fuses OK.
all connections OK.
no vacuum leaks I can find. (used propane and carbcleaner)

i doubt they have anything to with each other unless its ur pcm( witch i also doubt). i would take it and have them do a smoke leak check on you gas tank. also make sure your gas cap seal is not damage. did you clear your pcm after changing the o2 sensor, and ran the drive cycle??

Does the CEL come on right away when you start the car. Have you checked the fuse (pass side, under dash) for the O2 Heater circuit?

Gas tank keeps pressure, thats not a code or problem. and yes deleted code and it came back.

Yes. after open loops cycle warm up period.

Which one? none are listed EVAP or Heater. All are ok. in fact i looked through the manual and that circuit is not listed.

A few things...I'm assuming this is a 6th gen, OBD-II-yes the 96 and 97 were but you give us no clue as to what you are working one.

So now that we are done with that....can you give us the details and the details and the actual codes you had to start with?

But that takes away the fun of guessing what car it is. /sarcasm

To the influx of noobs, keep one thing in mind, we cannot see your car.
