Default timing belt issues

I put a new timing belt on my 88 HF and im having a bit of problems setting the timing.
I line'd up the crank pully with the first dash on the pully, the one seperate from the cluster of 3 dashes. then i made sure that the cam gear was alligned with the head properly. After doing that, **** was way off... being frustrated, i kinda gussed that i needed to go so far to get the timing marks to line up, always cranking by hand to make sure i wasnt hitting valves or **** like that. Anyway, i got the car time'd perfect and went on a test drive, ran well, but when i return'd, the timing was so far off, I couldnt correct it by moving the distributor.
Im confused now, How do i get the timing correct?
I am also throwing an EGR valve code... how do I fix that
Any help would be greatly apreciated, I cant drop a motor till i smog the car, and it wont pass till i fix all these stupid problems
I also have a code 9, coolant sensor... which would explain why my fan doesnt come on... thats gunna be a bitch to fix also :/
But any help, tips etc u can give me, I would really appreciate.

What is the best place to set timing so your car runs the cleanest?

Did you align the mark with the mark on the block and timing belt cover?? Did you tighten the tensioner correctly? Did you make sure the distributor is securely tightened down after adjusting the timing? Code 9 is the #1 cylinder position sensor by the way. Coolant sensor is #6 As for the EGR code I haven't a clue. I would try to get my hands on a good manual and use the troubleshooting procedures in there to diagnos the problem.

Im pretty sure i tighten'd the tentioner correcty... whats the correct way, just to make sure... I rotated the crank 3 teeth couter clockwise then tighten'd.
I ment code 6, i was sleepy
Damn that EGR valve...
I have a shitty manuel... ******* haynes, but it was cheap so i bought it anyway

try this remove ur spark plugs put a long *** screw driver in the #1 cylender thats the one closest to the cam gear.....then crnk the engine over till the driver is all teh way up that is TDC....then line the cam gear up u do this by making the up point say up if u have this mark and then teh 2 lines that go across are lined up with the top of the head and teh other is pointed up good luck any more q's just ask
