I have a D16Z6 in a 93 del sol with a p28 ecu, when i start it up cold its around 1000rpm and it goes to about 1500rpm when its fully wormed up. It also dies down once i go past 6000rpm and it normally limits around 7200. doesnt fluctuate or any thing.
Ive replaced the IACV, cleaned and adjusted FITV, adjusted the cable, cleaned the throttle plate, the idle screw is all the way in and i had to adjust the stopper cause it was sticking in the bore, replaced the distributor for previous repairs

i was planning on buying a new throttle body cause i thought i may be the FITV but i dont want to buy parts blindly
