99 EM1 horn stopped working (solved)
coming back home on high i kinda heard it die down when using it. after clicking i hear a clicking sound in the fusebox under wheel. checked fuses everything good? dont get it?
Get a manual. Maybe even try looking it up on Google. Jint. It's probably right where you hear the clicking noise coming from. Get on your back and listen for it.
Could be a couple of things. Could be your steering wheel buttons, the fuse, the relay or the horn itself. The best first thing to do is to take check the underhood fuse:


Next see if your relay is working under the dash: (highlighted 424)

If your fuse and relay is good take a voltmeter and put it on the horn connectors. One side should be ground and one should be 12V. If you have 12V coming to the horns more than likely your horn is bad, or check your connector and make sure it has good connection. If it has 12V and ground your horn is bad.
