96 EX P0138 CEL HELP

Okay I have a 96 civic ex 2dr
My CEL came on last night, for P0138.
P0138 : H02S12 (Heated Oxygen Sensor- Bank 1 Sensor 2) Circuit High Voltage
Probable Cause: 1. Short Circuit Condition
2. Fuel System Faulty - Rich Condition
3. Faulty 02
So, this past weekend I did a tune up. (spark plugs, wires, distributor cap, rotor, fuel filter).
Then I changed my shift linkage, so I had the secondary 02 unplugged, but I plugged it back in.
What could this mean? How do I fix it?
I've searched but no one really has a fix it response.

yes I have a multimeter. are you talking about from under neath the car? When I re-did my shift linkage, everything o2 sensor wise looked fine.
Trending Topics
1) the Grn/Wht wire from the O2 sensor connector to D13 of the ECU connector
2) the Wht/Red wire from the O2 sensor connector to D14 of the ECU connector
Key off:
Unplug the secondary O2 sensor and ECU connector D. Ground the Grn/Wht and Wht/Red wires in the O2 sensor connector. Then measure continuity to body ground at D13 or D14, individually, in ECU connector D.

I don't think I fully understand what to do.
I got underneath the car and inspected the o2 wires. Everything looked good.
I unplugged the ECU Connector D and tired to measure the continuity in D13/14 (red in hole, black to ground).
I got nothing (even tried with car in ON(II) position)

I unplugged the o2 sensor, then I jumped the green/white to the white/red in ecu connector D.
What am I doing wrong?

Do this:
Unplug ECU Connector D and jump the green/white wire to the white/red wire (D13 and D14) using a piece of wire...
THEN
...unplug the O2 sensor and measure continuity between the same two wire terminals in the wire harness connector.
Is there continuity?

Yes, but for some reason I only get a reading if I touch the exposed copper, it won''t give me a reading putting it in the slot.
Either pierce the wire insulation or insert wires into the face of the connector in contact with the terminals and then take your meter readings from the protruding wires.

I got a reading when I jumped the green/white to the red/white though.
Is that good enough or do i Need to do what you last posted?

After extensive testing, I have no continuity.
To be clear, my D13 is green/black and my D14 is white/red.
Also, under the car at the o2 sensor I have black/white, black/white, white/red and green/white.
what's the next step?
