Icon2 Engine cutting out with high RPM

My civic has a D16Y7/Y8 mini me and I have noticed that when the engine hits about 7000-7200 RPM it cuts out acting like there is some sort of govenor or something on it??? What could be causing this?

It does have and Si cluster in it, so that kinda brings up another point... Will the Si cluster be an accurate reading, being that the RPM's and the top speed shown on Speedometer is different than the Ex cluster?

It should read the same.

And could it be your rev limiter?

i know this is the civic side of the forum but i got a 92 accord when i hit 5.5k rpm it makes a odd noise and cuts out and drops rpms and dose the same when i rev it
