can cam timing cause high idle?

can cam timing cause high idle?
Hi, My car has been idling at about 1500rpm for a while now, and I checked my cam gears and the intake is retarded 1 degree, and the exhaust is advanced 1 degree, could this cause the high idle? If not, any other ideas how to fix it?
