You need a cluster out of a 90 -91 that might fix your gauge problem as long as everything else works.......and don't quote me but I think I went through that turn signal deal myself once and it was because I had a 89 cluster in my 90. I'd start with getting a 90 - 91 cluster and then go from there.

Check your wiring on the fuel pump sending unit under the back seats, check the wiring to the temp. sensor, and check fuses.

What do the cluster plugs look like? I put a 91 si cluster in with 88-89 harness. They are different. There are 4 wires that need to be switched, which made my cluster work.

check this and make sure they are correct. http://crxcommunity.com/viewtopic.php?t=6184

The fuse for the hazard lights is under the hood on the passenger fender. I believe its the first fuse closest to the outside of the fender..
