Icon6 B20 vtec with white residue in oil filler cap

I have white resistor in my filler cap, my car is blowing white smoke not a ton but noticeable. Every thing I have read so far says there is water in thee combustion camber so its either my head gasket is gone or a cracked block/head. But what I don't understand is that my oil looks like it should. My coolant level hasn't changed in a year. So i don't know where the water is coming from. If any one has any ideas or suggestions please let me know.

Compression/Leakdown tests.
Coolant level not changing in a year? Hard to believe.

I just checked the coolant level this morning before work and it was full to the top I'd the radaitor, and the over flow tank was full. I guess I'm doing a compression test after work. I'm not sure how to do a leak down test ill have to read my chilton. Thanks for the input.
