Will jumping speedo make cruise not work?

I sold my '92 LX to my uncle and he told me yesterday his speedometer needle has started to jump a little. When you get up to 40-60mph it'll jump around, settle down for a bit, and then jump around some more. Usually stays pretty close to your actual speed though. He has also noticed his cruise isn't working correctly. Does the cruise rely on the speedo or speedo signal somehow?
Back when I had the car my speedo started doing something similar so I replaced the VSS and it didn't fix anything....I later read that a bad VSS would set of the CEL. No CEL this time so I'm assuming the VSS is good. After I replaced the VSS I bought a cluster off of eBay and that fixed my problem...the cluster in it now has 266K on it. And the gas gauge currently doesn't work...floats around a little...although I haven't tried to troubleshoot it.
