1997 Honda Accord won't go past 3000 rpms!

Default 1997 Honda Accord won't go past 3000 rpms!

Ok, I'm gonna try and keep this short and sweet. So basically my engine failed on me, so I went to a junkyard and I got an F22B6 pulled from a honda odyssey for $400. The engine is installed and running. The problem is that the engine won't go past 3000 rpms whether you're in park, neutral, or drive. If you try and go past that it acts like it has a governor on it and bogs down. I can only get up to about 75mph on the highway and accelerating is difficult.
I brought it back to the mechanics that installed the engine and they claimed that is was normal and they can't fix anything on it (which is BS). So they refused to fix anything. I stopped by autozone so they could check my car for codes. (My check engine bulb was burned out) It gave out the code P1361 which is for the crankshaft position sensor. They also told me it could be my distributor.
So now I'm left with my engine in "limp mode" and I've decided to start troubleshooting it myself since no one can give me a clear answer. Where do yall think I should start?

How hard is it to swap the ecu in my accord with a P1E ecu? Can this be done by myself?

Does the motor have the crank position sensor on the crank shaft maybe they did not plug it in? and what year honda odyssey did you get it from. I know your accord is obd2 so you need the same obd2 crank sensor or else your stuck with that.

Well I can't find a clear answer to where the CPS is located and I don't want to dig around myself for it. I swapped the ecu out with a P1E-A61 out of a 95 odyssey. It didn't fix my problem but the engine seems to be running smoother now. I'm taking it to a honda specialty shop monday and getting them to check my timing, my distributor, and basically everything. I'll keep you updated.
