Icon6 98 Honda Civic dies after coming to a stop

I recently purchased a 98 Honda Civic and noticed a problem with the car dying out after coming to a stop. It doesnt do it all the time and once we put it back in park it starts right back up, and doesnt do it again for a while. Any tips on what I might check?

Timing both ignition and mechanical. Do a full tune up. Does the car throw a CEL when it happens? TPS?

I'm not sure what CEL means. I did notice the timing cover was missing as if someone recently replaced it.
