for the rotor 21mm is the minimum discard thickness
sucks, because a new rotor is ~23mm
as far as pads, i just remove and check them... depending on your driving style (mostly city/highway???) i change them out accordingly before they go metal-to-metal...
since I looked up the pads and they don't have those "wear sensors" (for autozone's duralast pads anyways)
if you want a number, 2mm (other manufacturers have those wear sensors)
