Hello there, I had a similar issue with what I would describe as a surging idle.
In my case I found the problem to be a leaking intake manifold gasket.
The additional air being drawn into the engine was responsible for the surge in rpm.
My symptoms were much like what you described.
If you check your iacv and tb and still have issues, take a spray bottle with water and mist around areas you suspect a vacuum leak.
You should only concern yourself with areas downstream of the throttle body.
By misting these areas you can locate vacuum leaks by listening for a drop in idle RPM when you spray the leaking area.
Realize I am not talking about lots of water here, just a light mist.
Hope this helps, good luck.
