Velocity stacks How is made?
i would not consider those to be velocity stacks... they are just short transitions. i make those on my arbor press with a cone shaped die.

more than likely a triple-die process to make what Weir posted...make your first press, which will probably look something like what the OP posted, then another to push them further out to horizontal, then one more to round it off and push it straight down

I bought some several years ago from Velocity of Sound, they are spun aluminum. This gives them the nice tapered shape. Probably not something your going to be making at home.
Another more of a one-off way to do the sheet metal stuff is hammer forming. There are probably a half dozen ways to do what's pictured above.
You could start with the tube and bend a round piece of rod so it fits around the outside of the tube. Then weld on some legs for the ring of rod. And last hammer the edges of the tube over the rod circle.
