The car is well, but when I go to 40M or so leave the car speed up and slow down very quickly

to vent gas fumes most likely through the charcoal canister.

your stuttering/hesitation problem is most likely not going to be part of the evap.

i would also like to know what it does. how does it vent fumes? the end of the hose is connected to the filter clamp. Its something thats been rattling my mind on my filter change. Btw i have a 97EX d16y8

the other side goes to a 3 way valve which connects to the charcoal canister. the hose connects into the clip which is also a possible releif valve.

it's what makes sense to me. no proof, just hypothesis.

FWIW, I've had mine disconnected since I did my turbo install (completely unrelated) and haven't had any problems.

It goes to the charcoal canister. Has nothing to do with your cars issues. Check your icm in the distributor, and also make sure there are no leaks into the combustion chamber or spark plug area. I had the same issue and it turned out to be the distributor. Does the tach do anything while the sputter is happening? More symptoms?
