Default D16y7 ef throttle issue?

So my motor is idling at about 1200 rpm. It drives fine and shifts into gears great and everything thing, but any time I take my foot off the gas, the RPMs drop to about 500 and surge back up but stay. Any ideas?

I'll start by asking why is the cel on? Retrieve the codes and report back.

What set up are you running dpfi? Mpfi? Obd0? Obd1? Check cel first and gonna need more infoo
