Can I tune this ecu for turbo?

Look to buy a p28 woth hondata on it already, they go for about 400-500, a p28 usually goes for 60-80, pkus hondata which is a little over 500, then you.need to get it installed unless you k.ow how to do that
Again. There is nothing special about a P28. If you can run CROME, Hondata or Neptune on it you can use it. It makes absolutely NO difference.
How about go or call up the tuner and ask them what they are proficient on? It would be kinda stupid to run out and get Hondata if they are not familiar with it. I know that might not be the case but don't take a chance.
If you are still on the stock engine.. then no you don't need to upgrade the rail or regulator.
Also, if you have an OBD1 Del Sol you can use your STOCK ecu and just have it setup for whatever engine management your tuner is comfortable using.

I was just doing research about headgaskets a lot of people say stay oem.
I did a compression and leakdown test and everything is good condition.
But should I still get cometic head gasket to lower compression and apr studs
