How much hp/trq to the wheels in your opions

Who knows? Put it on a dyno and then you'll know because it would have to be tuned anyway. So add $500 for Hondata/Neptune and another $500 for the tune.
$5k can either get you pretty far, or not far at all, depending on what you already have. There are B-series transmissions that came with a factory LSD - look for one. What are your goals? What do you want to do with it? How do you want to build it? These are all important things to tell us, rather than just giving us a dollar amount and asking us what to do. Depending on what you already have, and what you want, $5k could probably get you a sleeved and built motor with boost, if you shop around. Hell, last time I called Darton, they quoted me just over $3000 for MID sleeves, 10:1 CP pistons, Custom I beams, and a knifed crank. That would theoretically leave you with 2 grand to boost it and have a mean little car, but it won't mean **** if you don't have a decent suspension and break system on the car.
If you're talking $5000 for a ground up build, be prepared to set aside $1000 for a decent suspension. Set aside another $1500 if you want to boost, plus anywhere from $250 to $500 to get it tuned That'll leave you with $3000 to build the motor, build the head, upgrade the brakes, or whatever. Are you wanting this car to be a DD? Weekend warrior? Drag strip toy? There's just too many unknowns for anyone to say "This is how you should spend your five thousand dollars."

I just want a fast daily driver to mess with little kids, I just want to fully build a gsr motor
that is fast and snappy and will redline like crazy.

If you want it to "redline like crazy", you need to build the head and block. Unless you enjoy the idea of lifting valves, snapping cams, and shooting pistons through the block. Does anyone else see this ending badly? I see this ending badly.
If all you want is 300whp on a B18, toss some boost on it and call it a day. There's plenty of information out there on how to boost our motors, and I've heard more than a few people say the B18 internals can handle 300whp without any problems, as long as they're tuned correctly. Just remember three things. Money, speed, reliability. You can only have two.

You've said that a few times now. There is no way that a five thousand dollar budget is going to get you 300whp without turbo. It just isn't going to happen. If you're willing to double that number, sure its possible. Like I said, money, speed, reliability. Pick two, throw the third out the window.
Are you really wanting to do all of this on the stock suspension and stock brakes? Not only will you grenade the motor that way, you might just kill yourself too. You need to set aside some money for things other than "maek go fastr!!11!1one!" Before the days of "hellaflush", "stanced out", or whatever you want to call it, people were still modifying their suspensions, replacing their wheels, and getting better tires, because it was functional. It was smart. If it wasn't, you'd see old civics sitting a foot off the ground with massive intercoolers hanging off the front bumper support.

Id say, put ctr pistons with arp rod bolts and aftermarket bearings in the bottom end, springs, retainers and valves with any stage 2 or 3 cams in the head, stage 2-3 clutch kit, light weight flywheel, gsr tranny with lsd and ls 5th gear, typhoon intake manifold, hondata intake manifold gasket, a decent aftermarket header with 2.5 piping and hondata s300, thatd be a fun n/a car in your price range
And would get him no where near this magical 300whp number he wants.
Boost it. It's the only way you're getting to 300 on your budget. And hey, if your main reason for all this is to "mess with the kids", I've always enjoyed watching them jump at the sound of a SSQV.

I wouldn't know. I don't have 7k to blow on a car. I got bills and a mortgage to pay. Do your own research and stop asking others what to do with your money. Go look in the All-Motor forum if you want ideas.

Build whatever you want, man. A few of us have given you plenty of things you can do with your money. You just need to know going in, and accept the fact, that $5000 or $7000 isn't going to get you a ZOMGRACECAR. Will it make you faster than stock? Yes. Will you be able to keep up with a Ferrari/R8/Works M3/Phaeton/(insert high end sports car here)? Not until you put at least twice as much into the motor alone.
