I'd start with the maint stuff so it can stay on the road.
While working on that stuff you can PLAN what you want to do. Lots of ideas and paths to go down.

Id go with performance first. Make it look stock but have decent power. Full exhaust or a decent catback and an intake.
Also do some maintanance. Check for loose front end parts, rusty areas, faded paint, leaking fluids, worn interior, cracked / foggy lenses (turn/bumper/headlamp housings/tail lights), change fluids so they are fresh. If the head was done recently, check paper work (if you have it) for a timing belt/balancer belt, water pump. Those are most important for these cars.
Handling next. Lower it some (if your roads in your area can allow you to), nice wheels with good performance tires, tint windows (check your laws). Can change the lights too (aftermarket clear/JDM/etc.

No problem bigwheel. Glad I could help and steer you in the right direction for some basic simple stuff to do onn your cb7. Post some pics too. I use photobucket. Very simple.

Take care of maintence first, replace anything that is rubber and looks like it hasn't been replaced, as your dealing with a 20+ year old car. This includes all coolant hoses, vacuum lines, suspension components, replace driveshaft boots, etc. Then I would focus on adding performance. Do you want to go naturally aspirated? The stock motor has potential, but the most common thing done is a h22 swap. The stock motor can handle a decent amount of boost too, but its a crapshoot in regards to time before the ringlands fail, and they will fail; any serious boost and you should go for forged internals.
