another Y8 Idle issue

Ok, i typically dont make threads that have been beaten to death, but my "mint daily driver" drives worse than my weekend car.
Got a 00 EX. Got it for cheap because it was in need of a head gasket. I drive it for 200 miles to confirm the problem, and the car needed a HG.
Replace the HG, water pump, plugs, air filter, and oil.
Before the HG, the car would have a high idle. No CELS. After the HG the idle is higher and about a day after, it begins to surge. So i grab some carb cleaner and check for external leaks. None. Replace TB gasket and clean IAC. Nothing. I read in the receipts i got with the car and the engine has been replaced. When they did the engine, they replaced the IM gasket, along with other parts. I did not touch the IM when doing the HG.
So after all that, im driving the car and CEL pops on. Code 14 and code 67. I realize code 67 is a cat, and ill deal with that after i trace the idle problem.
So now the car has a 15-2000 surge, then it goes to a 1700rpm fast surge.
So i plug the FITV (cold start valve) and its now steady at 11-1200 after resetting the ECU.
Any suggestions?

just went and plugged the IAC hole in the TB, and it idled perfect.
I would assume thats a clear indicator that the IAC is at fault.
Does anyone else know what other IACs are compatible with the y8?

I know when people replace 99 TB on 96 - 98 they plug it. Also for mini me conversations.
Have you tried to clean the IACV?

Esp if it was warped and overheated, at least you could of used a straight edge and feeler gauge.

How can i check the ign timing when it surges/idles high? When i intially did the HG, i marked the dizzy, and then tryed to shoot it after. It was close, but also idling high.
