Default crx b16 with obd1 swap idle problem!

right i have gone from obd0 b16a to obd1 b16a2 on my crx.

i am running a stock p30 uk b16a2 ecu and everything is from the a2 bar the intake manifold and throttle body.

started it and i have had hunting issues. i have already cleaned out the idle control valve, and also taken apart the fast idle valve and wound the white ring back in. it now idles perfectly stable and where it should

BUT as soon as i touch the throttle, even a blip the cars revs rise to 4000rpm and it stays there (the throttle plate is full closed i have checked)

i cant for the life of me fathom it out how i can have a good idle and why the car runs at 4000 as soon as the throttle is touched.

i have a spare iacv and have tried that and its exactly the same. (have cleaned the other out to)
the only fault codes i have currently are no8 (tdc sensor) and 41 (o2 sensor) so its not those. all vac lines are hooked up and none have splits etc.

if i pull the iacv plug with the car running it then stalls out, it will re-start with it disconnected but will only run for a few seconds then die.

any ideas as to what the issue is here, never seen this before??
