Icon2 1998 Accord cuts off and starts back while driving

As the title states, my 1998 accord (f23a1) without warning will turn off and start right back up while driving. No CEL or warning of any sort. It happens so quick that I don't even have time to swap lanes or put the car in neutral before it's back running again. My radio or clock doesn't reset and when the car comes back on everything is like normal. I researched a little bit about it and concluded that it was my main relay, bought a new relay from honda and am still having the same problem. I've also noticed that sometimes when I turn the car off, wait a few minutes and start it back up it will struggle to run and then die, i'll start it back up and everything runs fine, no CEL with that one either. Not sure if these problems are related or not..? Any help or advice would be much appreciated!

A few things that come to mind... try checking/cleaning your grounds, and if your battery isn't strapped down, take care of it.

^^ i'll check the grounds and battery tomorrow, now that I think of it, I had the battery replaced by honda about a year ago and never double checked their work.
