Icon3 CAR WILL NOT START WHEN IT RAINS!!! HELP!

I have a 1993 Honda Del Sol w/ an engine swap. I've replaced the distributor cap and rotor, spark plugs, fuel pump and relay, fuel filter, and it still won't start when it rains. The car attempts to turn over, but won't, and I don't hear the fuel pump engage when it rains. After the rain subsides and it dries, the car runs fine, except my rpms surge when the car is idling. I've tried a mechanic, and I'm over it. Please help!

check to see if your fusebox is getting wet

Only thing I can think of is checking your starter. Sounds weird, but mine acts up when it rains. But that's only if you are getting power, turn the key and nothing happens.

Also, check to make sure there isn't any water getting into where your ECU is. A friend of mine found that somehow water was dripping onto his ECU, and shorting it out. Really weird and I'm sure it's not the norm, but worth checking out.

will it die once if it gets wet when running? if so why not spray it with a hose and see if it dies and where you just sprayed it is where water is getting in and probably getting into electrical devices

I have a civic in which the main relay was getting wet went it rained. The car started though but when i drove it, it would choke and eventually shut off. I'd check the main relay

When it doesn't start next time see if the check engine light comes on for two seconds and cuts off (main relay working) in the position before crank. If it just stays on check this out:

Everything looks good under the hood, and fuse box is not getting wet. Water does puddle onto the carpet near ECU, would this also cause the ECU to short in a fashion that it causes my car to surge when it's not raining? I have not checked the starter, because it has worked the days it has not been raining. How would I troubleshoot the starter when I"m having this problem, or what do I look for? Sorry, I'm not too knowledgable, I am just tired of paying someone to not know what they're doing.

if the ecus getting wet it will cause alot of problems. see if you can move it more towards the firewall so water doesnt drip on it.

there is a old school technique to test your starter. if the car isnt starting try hitting the starter with a blunt object. then proceed to try and start the car. if it works then it may possibly be the starter. and i also agree with the above. try moving the ecu toward firewall.
