1999 civic-headlights/taillights dont work

1999 civic-headlights/taillights dont work
I've checked every fuse under the dash, and the 30amp fuse under the hood for the headlights. First the headlights quit working, but the parking lights still worked. Now the parking lights dont work either. Does this sound like the headlight/blinker combo switch off the steering wheel could be bad? Would like some input before I drop $100 on a new switch. Thanks
