Stupid CEL just won't turn off.
So I purchased yet another Civic but I bought it knowing it had an engine light. That didn't bother me; starting to think it should have. It is throwing a #10 which is the IAT sensor. I had my dad take it out and replace it with a good sensor because the one that was in the car was melted due to one of the previous owners putting the 12V onto a 5V. Alright, I'm going to try and sum this up quickly and try to make it easy to read/understand so that I might be able to get some help.
-Replaced sensor... CEL on
-Checked the sensor to see if it is still good.... it is and the CEL on
-Checked the wires for Voltage... 5V and the CEL on
-Replaced the ECU... CEL STILL on
-Lead new wires to test if the wires have good conductivity... CEL on
I have done LOTS of research and have done everything that they said to do. I replaced the ECU because putting a 12V on a 5V sensor could have fried the ECU. I have 2 and both are perfect.
Anyone that has had this problem PLEASE help. I've never had a Honda this bad on fuel and emissions. It doesn't burn oil. It is a 1.5L automatic and I know they don't get the mileage the manual ones do. HOW DO I GET THIS STUPID LIGHT TO TURN OFF?!?!? Lol Thanks. I believe my timing is messed up too because of this.

Positive. When I jump the harness it has one long blink and that is all. Even when I reset the ECU the light is on instantly. It is so frustrating. I know I look like a noob but I have been in the scene since 2004. I'm not the type of person to really ask for help until I am at the end of the line. I try my best to search but I haven't found a solid answer. My cousin is having this EXACT same problem in his B16A swapped EJ2.
The current one I am trying to solve the problem to is my own. A 1992 Civic DX. Not sure why but the engine has been replaced with what I assume is a stock replacement. It still has a 1.5(d15b7), other than that it is as stock as possible.
What is the resistance across the two terminals of the unplugged IAT sensor?
With the key in ON(II), do you measure 5V to body ground (battery ground post) at the Red/Yel wire terminal of the unplugged IAT connector? Do you get the same voltage reading using the Grn/Wht wire terminal in IAT plug as ground?

My sensors resistance is 3.8 ohms? I believe. I know it is 3.8 something. I have not tried grounding to another ground. I will try and get back to you on that one.

I just asked my brother how we read the sensor and we did test it in KOhms. I did you what you asked me to do and it reads out at 5.1V when I connect to the battery ground and 5.1V when I ground it to the chassis. I figured I would try the chassis just out of curiosity. He mentioned that he followed one of your complete write-ups on how to do it all.
