What size turbo?
I'm still pretty new to the tuner world and building honda's so I have a gsr swap in my 00 si .... Cp 9:1 pistons, eagle rods, itr cams, supertech dual rate titanium springs and valves, skunk2 intake manifold, 1000cc injectors, ram horn exhaust manifold and a full 3" exhaust. Engine unfortunately is not sleeved and right now I dont have the budget .... I would like to run 300hp daily and around 400 at the track .... And I have no idea what kind or size turbo to buy... Anyone have a similar set up or any knowledge would me much appreciated

like stated what fuel are you going to be using? if your goals are only 3-400whp sleeeving is not going to be needed so im not sure why you mention its not in your budget
as for brand any kind of garrett, precision, or turbonetics turbo would be my suggestion. PLEASE DO NOT GO NEAR EBAY!!! yes the price can not be beat, but the quality sure as hell can.
i would def opt for something in the t3 size range. turbonetics offers a t3 super 60 which i had on a b series build that performed really well but may fall short of your goals. they also offer T3/T04B, T3/T04E, T04B, and T04E turbos that all fall in your power goals. the only one of those i have personal experience with is the T3/T04E that one of my friends has on a 1g eagle talon. its fairly large so spool is sacrificed, hitting full boost at around 45-4600 rpm maybe a little higher, but it does fairly well on low boost and really performs uptop.
as for garrett i would opt for something in the gt30 range. maybe a GT3071r or GT3076r which both fall in your power range.
i dont have much experience with precision although ive heard mixed reviews about them. on my next project im running a precision 6776h turbo which is way beyond what your looking for, but they offer many smaller options like the 3254E, and the 4831B both around $600
i personally wouldn trust anyone else besides these three companies. give them a call with any questions and they should be more than happy to help you with any questions you may have. i would also suggest doing quite a bit of research if this is your first turbo build, and again PLEASE STAY AWAY FROM EBAY. remember you get what you pay for. pick 2 of the three fast, reliable, cheap.

i personally would prob go with something like the T3/T04B or T3/T04E. for your goals you should only be around 10-12 psi, and it still leaves you room to grow since they are good for up to around 600hp at around 22 psi which is the recommended limit.

Ok. I think that narrows it down to about 8 possibilities. LOL. let's narrow down further. Do you have the downpipe and exhaust for the car already? If so, is it a 5 bolt downpipe, or 4 bolt downpipe? Do you plan on keeping A/C and Power steering?
What's the purpose of the car? meaning, what are you using this for besides 300whp street/ 400whp, "track" (I take it you mean drag strip)... From what I can tell you just want a competent street warrior.
I think that journal bearing really is best. Having a ball-bearing (be it ceramic or steel ball-bearing) is just not necessary for what you're trying to do.
Lastely, when you 400whp on race gas.. 2 questions 1. (high 400whp or lower to mid 400whp?) 2. What kind of fuel do you plan to use for the higher hp amount?

I have a full 3" exhaust and down pipe ... It is a 5 bolt but or the right turbo I am willing to get a new down pipe... The a/c is already gone .... As for the purpose of the car ... I'd like it to be a daily diver/ weekend warrior kinda car .... And yes the 400 will be drag only.... And I would like it to be low 400whp .... I would like to try to run 93 octaine with the 400whp on track day if possible .... It wouldn't be too hard to run race fuel though if I have to just would prefer 93 .... Ah, there's the rub. That takes it down to about 2 possibilities in the Garrett line up, about 4 in the Precision line-up, 3 in the Turbonetics lineup, which I really won't consider due to price range.
