The answer is you crash.

Ok, to be specific. Can you still turn the wheel?

On a car with hydraulic steering system, you can still crank the wheel, it's just not power assisted.

So what about electric power steering?

Is there still a direct connection with the rack with EPS?

Yes, you will still have manual steering. EPS relies on an electric motor to deliver additional torque. Its not a "steer by wire" system.

New question. What about those cars that can park itself, like Lexus LS and Ford Focus? Still the same?

Yes.

Otherwise, the steering wheel wouldn't need to spin as the computer turns the car.
