LS swapped 98 Civic lumpy idle at startup

LS swapped 98 Civic lumpy idle at startup
Car is a 1998 Honda Civic EX with a swapped OBD1 B18B1 motor.
When I cold start the car it has a really rough idle, and has an extreme lack of power. Almost sounds like its running on 3 cylinders. I turn it on and the idle will rise from around 1.5k at startup, to about 2k when it gets running. Once it gets warmed up it idles perfect at about 800 RPM's. It's only happens when I cold start it, so I'm assuming it has something to do with my FITV.
I took apart the FITV and IACV, and there is some brown crap in the coolant ports that come off the throttle body into the FITV. Tried spraying it with carb cleaner, but it didn't budge. My IACV is also making a strange whistling noise.
I'm thinking about just getting a used IACV and FITV from a junkyard, and getting new o rings for them from an OEM dealer.
