Default 99 EX PCM CEL Help

Good morning to all. Well I'm getting myself back into a honda after a 3 years out of the game. I recently picked up a 1999 EX 5spd that was in a minor flood that did reach the PCM/ECU. Well everything on the car works absolutely perfect and the car does start and run and drives. With the original ECU hooked up the car will just stay in limp mode, but idles perfectly fine. When I put in a buddies 2000 EX 5spd ECU then the car runs perfect fine but idles at 2500-3000 rpms. With both PCM/ECU hooked up I do pull the P1607 code even when I try to clear it with my pocket scanner. My next step was to switch out the IACV, and clean all grounds.

I haven't dug into the wiring or done any continuity testing but plan to do that next week. Just curious if someone can save me some time. lol

Does you buddy's car run fine with your ECU? Is code P1607 thrown there?

High idle - Check whether the throttle cable is adjusted too tightly or whether the TB is dirty, causing the throttle plate to stick open.

We didn't hook my ECU up bc we didn't want to mess anything up in his. If I can convince him then I'll post back. I'll check the TB and everything tonight and write back.

It wouldn't mess anything up haha why you scared? How would your ipod or laptop work if you threw it in water? get a new pcm and if you continue to have idle problems clean your iacv, look for vacuum leaks also drain, fill, burp your coolant.
