This will also give you an idea of cost.

Not so much for USDM parts. I've seen people sell them for as little as $350.

As mentioned, in order to have '99-'00 Civic headlights on your car you will also need '99-'00 Civic fenders, front bumper, hood, grille, and either the '99-'00 core support OR you will need to cut or hammer your current one to fit the '99-'00 front end on.

If you just want to swap the lights and nothing else, then you'll be limited to headlights for any '96-'98 Civic.

For more information on the differences (with photos) of the bodies, check out this thread: https://honda-tech.com/forums/honda-civic-del-sol-1992-2000-1/1996-1998-1999-2000-civic-body-differences-front-rear-conversion-2278221/

For the taillights, it will depend on the body style.

All '96-'00 Civic coupe taillights are fully interchangeable and require no modification (turn signals use different bulbs - you must use amber turn signal bulbs on the '99-'00 lights).

All '96-'00 Civic hatch tailights are fully interchangeable as well. No modification needed.

For sedans, the outer lights can be easily swapped, but if you want the inner light section you will need to use a '99-'00 sedan trunk. Be prepared to possibly need to do some wiring. I don't know if it's plug and play.

The '99-'00 coupe/sedan rear bumpers are also slightly different than the '96-'98 rear bumpers.

The linked thread covers all of these differences btw.
