Default Open Loop/CEL?

Does any CEL code always mean the ECU is open loop regardless of the CEL? Specifically I'm asking for my 95 Dx hatch, stock motor and ECU.

Open loop simply means the ECU ignores inputs from the O2 sensor and instead uses a pre-programmed mode for the fuel trim. Is this what you mean?

Yes, I had read that when there is a CEL present, the ECU is running in open loop mode and I was curious if this was for all CELs, which seems odd to me, or only those from the O2 sensor, etc.

I would think that some but not all CEL codes cause the ECU to run in open loop or limp mode.
