lol u must be new to cars
cams rods/pistons exhaust intake manifold fuel injectors and the rest of the engine.
with what you have now the best way to spend 500 would be to buy a gsr/b16 head and lsvtec conversion kit.
and get the ecu chipped at least so you can tune it.
sorry to say but you sounded like you just got done playing NFSU wher eyou just slap part together and your civic is faster than european race cars.

Start peiceing it togther, or save up and do it all at once.
You "may" be able to get the vtec head, and ls vtec kit for 500, I doubt it, but it's possible. But you would still chipped ecu, and tuning. Tuning, can easily kill that $500 budget

Getting a proper ECU, a tune, and a transmission with some testes would be a good start. You're still not anywhere close to 13 seconds in the 1/4 mile.
Wrong spectrum of the hobby for small budgets. Going fast is not cheap.
A solid b20 build would need a b16/ITR trans and a vtec head with a good set of cams. A stock b20 isn't much to write home about.

You're situation is certainly remedied more easily. A decent transmission, a vtec head, and even paying someone to install all of the above should only cost a few thousand.
Even then I doubt you'd be anywhere near a 13 second 1/4 mile. You'd have to be an amazing driver and have slicks probably. From the sounds of it you've never even been to a race track and only heard 1/4 mile times from your favorite fast/furious movie.
This is not a cheap hobby, $500 means jack **** if you want to go fast.
im a mechanic so da cost too put it in is nuttin for me..and ive been at trackss....ive seen a ef with stock b20 b16 trans runn 14.53 on a 1/4.....
You do realize that shaving a second off of your 1/4 mile time is going to take some serious effort, right?
Having one of the worst transmissions out there isn't a good start.
You must be a bad mechanic if you think Honda Civics have multiple exhaust manifolds.
