I was wondering does anyone know where the starter relay is for a 1999 Honda Civic Ex?

Just curious why you need to know. It's very rare for that relay to go bad.

I'm having trouble getting my car to start. Starter and battery are both good, but car doesn't crank to start. any suggestions?

The red arrow points to a rubber stopper at the top of the clutch pedal. Has it fallen out?

With the key in START/ON(III) and the clutch pedal depressed, do you measure battery voltage at the starter solenoid terminal?

Have a buddy hold the key in ON(III) and the clutch pedal down, while you test for voltage at the Blk/Wht wire terminal of the starter solenoid. This is done by touching one test light probe the starter solenoid terminal and the other test light probe to the thermostat housing or some other metal part of the engine or transmission. Does the test light turn on?

Yes. Same test with multimeter set to read DC volts on the 20V scale. Red probe to solenoid terminal and black probe to ground as I mentioned earlier.

With the key off, now measure voltage at the large black starter motor wire. Red probe to starter terminal where the black wire is connected; black probe to the engine or transmission.

Set the multimeter to measure resistance (Ohms) on the lowest scale. Touch one probe to the transmission housing and the other to the negative (black) battery post. What is the Ohm reading?

Are you able to push start the car?

not sure about pushing starting it, but i can start it by jumping the large black ground wire to the positive ignition wire..

You are not answering all questions, so it's hard to help you. So far the results seem to point to a bad starter, though you definitely want to give more details about this:

I had took my starter to Autozone to get it tested and it was good..
