Ok, so I've been intermittently having this problem. I've been trying to find similarities between the times it happens to help narrow down the problem, but can't pinpoint it so far. Happens sometimes when it rains, but also on dry days. Happens on nice days, happens on cold days. Nighttime and daytime. Its been happening about twice a week for the last month and a half.
It could be a coincidence, but it began happening the one time I accidentally put 87 octane fuel in my car (about $20 worth on an empty tank). I have used 91 regularly, or 94 octane (when available) except that one time.
When it happens, the car is driving perfectly normal. No check engine lights. Nothing seems to be abnormal.
With my D15B VTEC engine in my 2000 Civic, I know something in the distributor sends the signal to the tachometer. I'm assuming the same is true for the OBD2B H22?? If so, is it possible to replace whatever part is wrong in the distributor without having to replace the whole thing?
Or is it possible that the OEM tachometer itself is bad?
Sometimes it is much worse than this video shows. The beginning of the video is the best clip of it happening.

Share your thoughts. I'm down to try any suggestions that make sense.

I just had this exact problem with my 99 prelude yesterday. I replaced the ICM (ignition control module) inside the distributor, it seems to have done the trick!

Ok, great. I'll look into the cost of an ICM around here. Thanks dude

From: TRILLINOIS....WAY downtown, jerky.
Check for corroded grounds. The ecu ground to the thermostat housing, the grounding strap coming off the trans, and the grounding straps on the valve cover.
